The Budget Session of the Jammu and Kashmir Legislative Assembly began on a crucial note with an address by Lieutenant Governor Manoj Sinha, setting the tone for what is expected to be one of the most politically charged sessions in recent times.

Calling the session “deeply significant,” LG Manoj Sinha said it offers an opportunity to reflect on the collective journey of Jammu and Kashmir, review past achievements, draw up a clear roadmap for the future, and reaffirm a shared commitment to fulfilling the aspirations of the people. His address underlined governance, development, and accountability as key priorities.

The session is expected to witness intense debates, with the Bharatiya Janata Party (BJP), the principal opposition party with 29 MLAs, preparing to corner the government over alleged failure to fulfill electoral promises. The People’s Democratic Party (PDP), with its four legislators, is also likely to raise multiple issues, particularly those impacting Kashmir-centric concerns.

The Congress, which had entered into a pre-poll alliance with the National Conference (NC) but later chose to stay out of the government, is also not on the best of terms with the ruling party. Political observers believe Congress will join the opposition in questioning the government’s performance during the session.

Speaker Assures Smooth Conduct, Adequate Time for Debate

To ensure the smooth functioning of the House, Assembly Speaker Abdul Rahim Rather had recently convened an all-party meeting, seeking cooperation from all members. While legislators demanded sufficient time to raise public issues, the Speaker assured them that their concerns would be addressed.

On Monday, Rather reiterated that democracy allows differences of opinion but stressed the need for mutual respect and avoidance of unnecessary confrontation. He confirmed that the 27-day-long Budget Session would include two daily sittings during its first half till February 19, ensuring adequate time for discussions and debates.

Umar Government Faces Political and Financial Challenges

The Omar Abdullah-led government faces a tough balancing act during the session. It must navigate pressure from the BJP, which holds strong influence in the Jammu region, and the PDP, a key Kashmir-based party. Adding to the challenge is Jammu and Kashmir’s heavy dependence on the Centre for financial resources.

With the BJP in power at the Centre and sitting in opposition in J&K, the government is expected to adopt a cautious approach—seeking solutions by assuring engagement with the Centre while avoiding direct political confrontation. Sources indicate that the government may repeatedly underline that fulfilling election promises requires financial support and that efforts are underway to secure necessary assistance from New Delhi.

Obituary References Mark Solemn Start

The Assembly was adjourned for the day after obituary references were made to two veteran leaders—former MLA Ghulam Mohammad Khan (82) of Baramulla and former MLC Khawaja Ghulam Mohammad Lone (100) of Budgam. The Budget Session formally commenced with LG Manoj Sinha’s address, followed by these tributes led by the Speaker.

As the session unfolds, all eyes will be on how the government manages political pressure, financial constraints, and public expectations in a House poised for rigorous debate.
