Jammu & Kashmir’s Logistics Ranking Jump Reflects Boosting Trade and Logistics

Jammu and Kashmir has entered the “High Performer” category in the Logistics Ease Across Different States (LEADS) 2025 Report released by the Ministry of Commerce and Industry.

Union Commerce and Industry Minister Piyush Goyal released the report at Vanijya Bhawan in New Delhi.

The new ranking places Jammu and Kashmir alongside Gujarat, Maharashtra, Haryana, Kerala, Telangana, Chhattisgarh, Bihar, and Puducherry.

For Jammu and Kashmir, the shift is significant.

The Union Territory was placed in the “Aspirers” category till 2023. It moved to “Fast Mover” status in 2024. The latest report now places J&K in the “High Performer” group.

What the LEADS 2025 Ranking Means for Jammu & Kashmir

The ranking reflects improvements in logistics infrastructure, transport systems, trade support, and regulatory processes across Jammu and Kashmir.

For Jammu city, which serves as the region’s main business and transport gateway, the recognition carries direct economic significance.

Jammu handles a large share of cargo movement entering Kashmir Valley. The city also connects Punjab, Delhi, Srinagar, Udhampur, Kathua, Samba, and border districts through the national highway network and railway infrastructure.

The improved ranking strengthens Jammu’s position as a logistics and industrial hub in North India.

Officials say the Department of Industries and Commerce monitored performance across 4 areas:

  • Operating and regulatory environment

Why Logistics Rankings Matter for Jammu & Kashmir

Transport and logistics costs affect every sector in Jammu and Kashmir.

Industrial units in Bari Brahmana, Samba, Kathua, Lassipora, and other industrial estates depend on road connectivity, freight movement, warehousing, and faster clearances.

Improved logistics systems reduce delays in cargo movement and support businesses involved in manufacturing, horticulture, retail trade, pharmaceuticals, handloom products, and food processing.

The ranking also matters for investors looking at Jammu and Kashmir after recent industrial policy changes and infrastructure expansion.

PM GatiShakti and National Logistics Policy Influence Rankings

The LEADS survey is conducted every year by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry.

The 2025 report assessed logistics performance under the framework of the PM GatiShakti National Master Plan and the National Logistics Policy.

Officials said the new evaluation system moves beyond the earlier “Achievers, Fast Movers, and Aspirers” format.

The report now uses a broader classification system to improve benchmarking and reform planning among States and Union Territories.

J&K’s Rise From Aspirer to High Performer

Jammu and Kashmir’s progression over the last 3 years shows a steady rise in logistics performance rankings.

  • Till 2023: Aspirers category
  • 2024: Fast Mover category
  • 2025: High Performer category

The transition reflects continued investment in highways, tunnels, rail projects, freight connectivity, industrial estates, and digital administrative systems.

Recent infrastructure projects, including highway upgrades and railway expansion linking Jammu division with Kashmir, have also strengthened freight movement capacity.

The era of a direct rail connection between the twin capitals is finally here. As of May 2026, the dream of a direct train from Jammu to Srinagar has become a daily reality, marking a major milestone for the region.

How Other States and UTs Ranked

Delhi received the “Exemplar” category in the LEADS 2025 Report.

Ladakh was placed in the “Accelerator” category among 18 States and Union Territories identified for improvement momentum and reform-oriented logistics development.

The “Growth Seekers” category included:

  • West Bengal
  • Rajasthan
  • Sikkim
  • Andaman and Nicobar Islands

Jammu and Kashmir is undergoing a historic infrastructure transformation. The USBRL project, completed in mid-2025, has finally integrated the Kashmir Valley with the national rail grid via the record-breaking Chenab Bridge.

On the roads, the Delhi-Amritsar-Katra Expressway is nearing completion, set to slash travel time to Katra significantly by early 2027. Crucially, the Zojila Tunnel (expected late 2026) will provide the first-ever all-weather link to Ladakh. Locally, the Jammu Ring Road and Khellani Tunnel have already begun easing regional bottlenecks. Together, these projects are transitioning J&K from a geographically isolated region to a major multimodal economic hub.

The “High Performer” status is expected to support future industrial investment proposals in Jammu and Kashmir.

Officials believe the ranking will help improve investor confidence in sectors linked to warehousing, transport, manufacturing, exports, food processing, tourism supply chains, and industrial production.

For Jammu, the ranking adds weight to its growing role in freight movement and regional trade across North India.
