Jammu & Kashmir Intensifies War on Drugs

In a robust campaign against the narcotics trade, the Jammu and Kashmir Police have registered a total of 1,342 cases under the NDPS Act till September this year. Official data reveals significant progress, including hundreds of convictions, the demolition of drug hotspots, and the financial crippling of smugglers through property attachments.

Additional Director General of Police (ADGP) Crime, Sujit K Singh, provided a detailed breakdown of the legal outcomes:

  • Cases Registered: 1,342
  • Challans Filed: 1,305
  • Convictions Secured: 142
  • Acquittals: 197
  • Trials Completed: 339, including 12 high-conviction cases.

This data underscores a concerted effort to push cases through the judicial system and secure convictions.

Beyond courtrooms, the J&K police’s anti-drug strategy includes aggressive operational measures:

  • Preventive Detentions: 215 under the stringent PIT-NDPS Act.
  • Drug Hotspots Identified: 222, with 44 already demolished.
  • Active Surveillance: 1,350 individuals are being closely monitored.
  • Enhanced Monitoring: 983 CCTV cameras installed across the UT to deter crime.

A key pillar of the strategy is to target the economic infrastructure of drug networks. On the financial front, investigations have led to:

  • Property Attachments: 81 properties worth ₹16.64 crore attached in 67 separate investigations.
  • Pharmacy Regulation: Nearly 99% of retail pharmacies have implemented computerized billing and CCTV surveillance to prevent diversion of prescription drugs.

Recognizing that enforcement alone is not enough, the administration is also focusing on prevention and healing.

  • Training Programs: Ongoing sessions for teachers, self-help groups, and frontline workers to build community resistance.
  • De-addiction Efforts: Drug de-addiction centers across J&K have provided OPD services to over 32,000 patients and recorded 551 new IPD admissions since January.

ADGP Singh also highlighted that 107 trials in absentia are nearing completion, which will allow authorities to officially declare the absconding offenders as proclaimed offenders, tightening the net around those who have fled.
