Over ₹43,290 Crore Central Transfer: A Major Fiscal Boost

We observe a significant rise in financial support to Jammu & Kashmir in the Union Budget 2026–27. Finance Minister Nirmala Sitharaman has proposed a transfer of ₹43,290.29 crore to the Union Territory for the upcoming fiscal year, marking an increase of 4.72 per cent over the current year.

According to official budget documents:

  • Total transfers stood at ₹41,340.22 crore in 2025–26 (Revised Estimates)
  • The allocation for 2026–27 rises to ₹43,290.29 crore

This enhanced fiscal support strengthens the Union Territory’s capacity to fund governance, development projects, and welfare schemes.

Central Assistance to Union Territory Sees 5% Rise

We further note that the bulk of the allocation comes under ‘Central Assistance to Union Territory’, which has seen a clear upward revision.

  • Central Assistance increases from ₹40,619.30 crore (2025–26)
  • To ₹42,650.27 crore (2026–27)
  • Representing an increase of ₹2,030.97 crore, or 5 per cent

This rise reflects continued dependence on and support from the Centre, ensuring fiscal stability and uninterrupted development momentum in Jammu & Kashmir.

Jhelum–Tawi Flood Recovery Project Gets 39.9% Hike

Disaster resilience remains a priority area under the Union Budget 2026–27. We highlight a substantial increase in funding for the Jhelum–Tawi Flood Recovery Project (JTFRP-EAP).

  • Allocation rises from ₹185.34 crore
  • To ₹259.25 crore in 2026–27
  • Marking a sharp 39.9 per cent increase

This enhanced funding will strengthen flood mitigation infrastructure, river management systems, and climate-resilient reconstruction efforts, especially critical given the region’s vulnerability to extreme weather events.

Disaster Relief and Capital Support Maintained

We observe continuity and fiscal discipline in disaster and capital support allocations:

  • ₹279 crore has been earmarked for disaster relief and capital support, unchanged from 2025–26
  • Capital expenditure for the Union Territory has been retained at ₹101.77 crore for the next fiscal year

These allocations ensure stability in ongoing projects while maintaining preparedness for unforeseen contingencies.

Sustainable Mountain Trails: A Transformational Tourism Initiative

One of the most forward-looking announcements in the Union Budget 2026–27 is the development of ecologically sustainable mountain trails in Jammu & Kashmir. We recognize this as a landmark move to align tourism growth with environmental preservation.

We note that Jammu & Kashmir is part of a broader national push toward eco-tourism. The Union Budget 2026–27 confirms that similar sustainable mountain trail projects will be implemented in:
