Eligible Business Activities
Women entrepreneurs can avail of financial support for setting up the following businesses:
- Food & Hospitality: Canteens, restaurants, and food service businesses.
- Technology & Services: Computerized desktop publishing, cyber cafés, and photocopying (Xerox) centers.
- Childcare & Wellness: Crèches, daycare centers, fitness centers, and yoga studios.
- Beauty & Grooming: Beauty parlors and salons.
- Retail & Small Businesses: Boutiques, tailoring shops, training institutes, and laundry & dry cleaning services.
- Technical Services: Mobile repairing centers and other profitable micro-startups or small businesses.
Key Benefits of the TEJASWINI Scheme
The scheme provides financial support, including:
- Rs. 5 lakh financial assistance under the Mudra loan from J&K Bank.
- Interest-free repayment of the sanctioned loan amount.
- Special incentive (subsidy) of Rs. 50,000 or 10% of the project cost (whichever is lower), adjusted towards loan repayment for the first six months.
- Interest subsidy of up to Rs. 0.60 lakh per beneficiary, provided on submission of necessary financial documents.

Eligibility Criteria
To qualify for the TEJASWINI Scheme, applicants must meet the following requirements:
- Be a female domicile of J&K, registered with Mission Youth, J&K.
- Be an individual woman entrepreneur or part of an enterprise where women hold at least 50% financial ownership.
- Preferably be trained in Rural Self Employment Training Institutes (R-SETIs) or similar skill development institutions.
- Not be a defaulter of any bank or financial institution.
- Be between 18 and 35 years old, with a minimum educational qualification of the 10th standard (subject to case-by-case relaxation by the CEO of Mission Youth).
- Be unemployed and registered with the District Employment & Counseling Center.
- No income criteria restrictions apply.
- Each woman can apply only once under this scheme.
- The financial assistance must be utilized solely for self-employment.
- If the project cost exceeds Rs. 5 lakh, the applicant must self-finance the additional amount.

Exclusions
- Women who have already availed government-sponsored loans are not eligible.
- Applicants who have received incentives/subsidies under other government schemes cannot apply.
How to Apply for the TEJASWINI Scheme
Step-by-Step Application Process:
- Visit the Mission Youth Portal at missionyouthjk.in.
- Navigate to the Schemes section.
- Select “Tejaswini – The Radiant” and click on “Apply Now”.
- Fill out the online application form and upload the required documents.
- The District Level Committee (DLC) will review applications and select eligible candidates based on the allotted district quota.
- Mission Youth, J&K, will issue formal approval and release subsidies.
- The District Lead Bank Officer (DLBO) will process and disburse loans within 15 days of approval.
- Selected candidates must submit an indemnity bond (attested by a First-Class Judicial Magistrate) affirming:
- They are not employed in the government, public, or private sector.
- They have not previously availed financial aid for self-employment under any government scheme.
- They will utilize funds exclusively for setting up their sanctioned business.
- They will submit GST/bank statements annually as proof of business operation.
Loan Repayment & Legal Compliance
- In case of loan default, banks will recover the balance following standard procedures, ensuring Mission Youth’s contribution is refunded proportionally.
- If beneficiaries misuse funds, legal action may be initiated.
- Interest subsidy will be disbursed only upon submission of required financial documents.
