Amid heavy rains and frequent landslides, authorities in Katra, the gateway to the Shri Mata Vaishno Devi Yatra, have ordered the immediate evacuation of all commercial establishments, including hotels and dharamshalas. The order, issued by SDM Katra Piyush Dhotra, covers the stretch from Asia Chowk to Balini Bridge and from Balini Bridge to Darshani Deodi, areas now declared vulnerable.
The region has witnessed massive landslides near Balini Bridge, the Shani Temple at Kadmal, and multiple sinking road sections. These developments pose a serious threat to pilgrims’ safety and could lead to potential loss of life if preventive action is not taken.

Recognizing the risk, authorities emphasized that commercial structures in the affected zones need a safety assessment before they can reopen. Until they obtain a Safety Certificate from the Executive Engineer, PWD (R&B), Katra, these establishments must remain closed.
The decision comes during peak pilgrimage season, impacting thousands of devotees traveling to Shri Mata Vaishno Devi Shrine. Hotels, guesthouses, and dharamshalas in the identified danger zones will not be allowed to host visitors until further clearance is granted.
This preventive step aims to avoid untoward incidents and ensure that devotees continue their spiritual journey without risking their lives in vulnerable areas.
The order was passed under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which empowers authorities to enforce preventive measures in the interest of public safety. Violators of this directive face strict action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023.
The Superintendent of Police, Katra, has been instructed to implement the order in “letter and spirit.” Authorities have clarified that due to the urgency of the situation, prior notice was not possible.
For travelers planning the Vaishno Devi Yatra, this order highlights the importance of checking accommodation availability before arrival. Since multiple establishments are closed, pilgrims are advised to make alternate arrangements in safer zones around Katra.
Officials assured that the move is temporary and necessary to safeguard human lives. Once the affected buildings receive clearance from the PWD, normal operations may resume.
