Jammu is on the path to becoming a sustainable and vibrant urban center with the Jammu Master Plan 2032 (JMP-2032). This strategic development blueprint aims to accommodate rapid urban expansion while preserving the city’s rich heritage. The plan represents the third major urban development initiative since the first Jammu Master Plan (1974-94) and marks a significant milestone in the city’s evolution.

Expansion of Planning Boundaries under Jammu Master Plan 2032

A standout feature of JMP-2032 is its extensive territorial expansion. The revised plan increases its jurisdiction from 305 square kilometers to 777.84 square kilometers, nearly tripling the covered area. This expansion integrates not only the entire Jammu Municipal Corporation but also the Municipal Committees of Ghou-Manhasan, Bishnah, Bari Brahmana, and Vijaypur. Additionally, 351 revenue villages—262 from Jammu district and 89 from Samba district—are now part of the urban planning framework.

This territorial expansion is essential for managing Jammu’s population growth and urban sprawl, ensuring a structured and planned approach to urbanization. Many villages in these districts are already experiencing the impact of rapid development, making their inclusion crucial for cohesive city planning.

  • Projected population 20.50 Lacs.
  • Proposed area under JMP limits 652.33 sq. km
  • Two District Centers at Bhalwal in North Badali near Vijaypur in South
  • Four additional Sub-CBDs on the pattern of Bahu Plaza at Gajan Singh Pura, Miran Sahib, Raipur Koller Sarore.
  • IFC one each at Pathankot Road near Vijaypur and Akhnoor Road near Gajan Singhpur.
  • Ware house to be shifted near Vijaypur and Nehru Market to be developed as District Head Quarter.
  • Decentralization of core activities to harmonize the city development.
  • Better and efficient rail/Road network with LRT BRTS alternatives.
  • Strengthening of social and physical infrastructural facilities i.e. health Education, Recreation, Housing
  • Upgradation of utilities and services, w/s/ sewage, drainage, Solid Waste Management.
  • Building byelaws, Zoning Regulation, Mixed land use policy, housing Policy.
  • Phasing and implementation mechanism, T.P.S. / Land pooling concept, PPP mode, Resource mobilization.

Strategic Land Use Allocation

The Jammu Master Plan 2032 emphasizes economic diversification and infrastructure development. The plan designates:

  • 44.52 square kilometers (5.72%) for commercial use.
  • 14.38 square kilometers (1.84%) for industrial purposes.

This targeted allocation aims to boost industrial growth, attract investments, and create employment opportunities. By promoting a balanced economic landscape, the plan seeks to position Jammu as a hub for trade, commerce, and manufacturing.

Resolving Infrastructure Discrepancies

One of the challenges identified in the revised plan is the discrepancy in road width standards for new colonies. The Jammu Municipal Corporation (JMC) proposes a 30-foot-wide road standard, while the Jammu Development Authority (JDA) recommends 40 feet. This inconsistency raises concerns about uniformity in urban planning. Road width should be determined based on the specific needs of each area rather than a rigid standard.

Jammu Master Plan 2032: Sustainable Infrastructure Development

JMP-2032 prioritizes sustainable infrastructure upgrades, including:

  • Transportation Improvements: Widening existing roads, constructing new bridges, and developing an integrated transportation network to ease congestion and improve mobility.
  • Enhanced Public Transit: Introducing an electric bus system and a ropeway project to provide eco-friendly transportation solutions.
  • Jammu Tawi Railway Station Upgrade: Expanding facilities to enhance connectivity for commuters and businesses.

Although the deadline has passed, J&K Government has contituted the Board for inquiry and hearing for periodic five year review of Draft Master Plan Jammu 2032., bringing together the Town Planning Department, JMC, and JDA to finalize the blueprint.
