In a significant move to boost accountability and attendance compliance, the Directorate of School Education, Jammu (DSEJ) has issued a strict circular mandating that no government school employee’s salary will be released without verified attendance on the JKSED Portal or through the Biometric Attendance Portal.
This new policy takes effect from August 2025, and applies to all employees including teachers, administrative staff, and even those on deputation in other offices or departments.
The directive highlights the crucial role of teacher presence, especially in rural and underserved areas, where education is often the only pathway to progress.

Mandatory Use of JKSED & Biometric Portals
All Chief Education Officers (CEOs), Drawing and Disbursing Officers (DDOs), and Heads of Institutions (HoIs) are now responsible for strict implementation of this system.

Key Instructions Include:
- ✅ No salary will be drawn unless an employee’s attendance is verified on the JKSED or Biometric Attendance Portal.
- ✅ Heads of Institutions must regularly update employee records on these portals.
- ✅ Retired employees must be shifted to a common pool on the portal after consultation with VSEK/NIC.
- ✅ Employees working on deputation in other departments will be paid only after a duty slip and biometric report signed by the host DDO is received.
- ✅ Treasury Officers must also obtain satisfactory attendance certificates before approving salary bills.

Effective Monitoring Is Now Mandatory
The DSEJ has made it clear:
“All DDOs, HOIs, and CEOs must enforce these instructions without fail and regularly monitor implementation to ensure transparency in the salary disbursal process.”
