Jammu: Tenant and Employee Verification Mandatory

In a significant move to strengthen public safety and security in the region, the District Magistrate of Jammu has issued a mandatory order requiring all landlords, property owners, and business owners to disclose details of their Tenant and Employee verification mandatory.

The order, enacted under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, aims to make property owners and employers accountable for individuals using their premises or working for them. This initiative is a proactive measure to mitigate potential security threats from adverse elements.

Key Directives of the Jammu DM Order

The directive requires all concerned parties within Jammu District to comply strictly. The essential requirements are:

  • Who is Affected: All landlords, property owners, business owners, shop owners, and contractors.
  • Who to Register: All tenants, domestic helpers, and employees working in the private sector or business establishments. This includes all forms of paying guest accommodations and sub-letting arrangements.
  • Deadline for Compliance: Details must be submitted within seven days of the order’s issuance (October 31, 2025).
  • Existing Arrangements: Owners who have already rented out properties or hired workers before this order are also required to submit their details within the same 7-day window.
  • How to Submit: A prescribed Declaration Form, signed by both the owner and the tenant/worker, must be submitted in person or via registered post to the concerned Police Station (SHO).

Penalties for Non-Compliance

The order underscores that any person found violating these directives will face legal action. Violations are punishable under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023.

Since individual service of the notice is not feasible, it has been promulgated ex-parte through the district website, leading newspapers, and notice boards at offices including the JMC, SSP Jammu, JDA, and all area SHOs.

The Jammu tenant verification order is effective from October 31, 2025, and will remain in force for an initial period of eight weeks, unless withdrawn earlier. The order may be extended or modified based on the security assessment.

Property owners and employers are urged to act promptly to avoid legal consequences and contribute to the collective security of Jammu.
