The Government of Jammu and Kashmir, in collaboration with the Ministry of Personnel, Public Grievances and Pensions, has launched Digital Life Certificate (DLC) Campaign 4.0. This initiative aims to empower J&K pensioners by transitioning them to a fully digital pension certification process using the Jeevan Pramaan and Aadhaar Face RD mobile applications.

Currently, Jammu and Kashmir has over 2.50 lakh pensioners. However, only around 4,500 use the Jeevan Pramaan app for their annual life certificate submission. This means the vast majority still undertake the hassle of physically visiting treasuries or bank branches.
The Digital Life Certificate campaign comprehensively addresses this issue. By adopting this digital method, pensioners can authenticate their identity and generate their Life Certificate from the comfort of their homes, saving valuable time and effort.

How to Generate Your Digital Life Certificate: A Step-by-Step Guide
Follow these simple steps to create your DLC for J&K pension:
- Download Aadhaar Face RD: Install the “Aadhaar Face RD (Early Access)” app from the Google Play Store or Apple App Store (issued by UIDAI).
- Download Jeevan Pramaan: Install the “Jeevan Pramaan” application from the Play Store.
- Operator Authentication: Open the Jeevan Pramaan app, go to ‘Operator Authentication’, and enter your Aadhaar number, mobile number, and email ID. Verify with the OTP received.
- Pensioner Authentication: Now, go to ‘Pensioner Authentication’. Enter your Aadhaar and mobile number again and verify with OTP.
- Enter Pension Details: Fill in your details accurately: Name (as per Aadhaar), Type of Pension, Sanctioning Authority, Disbursing Agency, PPO Number, and Bank Account Number.
- Face Scan: Provide consent and click on ‘Face Scan’. The app will capture your face biometrics for authentication.
- Confirmation: Upon a successful scan, a confirmation screen will appear with your Pramaan ID and PPO number.
- Download Certificate: To download the certificate, visit https://jeevanpramaan.gov.in/, log in using your Jeevan Pramaan ID, and download the DLC.
