Jammu and Kashmir will begin the Census 2027 self-enumeration process from May 17, giving residents the option to submit household details online before field visits start across the Union Territory.

The upcoming census will cover housing conditions, household facilities, internet access, water supply, ownership of vehicles and electronic devices, and demographic details. Officials say the new digital system will reduce paperwork and speed up verification during door-to-door visits.

Citizens can complete self-enumeration between May 17 and May 31, 2026 using mobile phones, laptops, tablets, or desktop computers.

Census 2027 in Jammu & Kashmir: Important Dates

The Census exercise in Jammu and Kashmir will take place in 2 phases.

Phase I: House-listing and Housing Census

  • June 1, 2026 to June 30, 2026

During this phase, Enumerators and Supervisors will visit households and collect details related to housing conditions and family information.

Phase II: Population Enumeration

  • September 2026 for snow-bound areas
  • February 2027 for non-snow-bound areas

Officials said the schedule has been prepared keeping weather conditions and accessibility in mind.

How Self-Enumeration Will Work

Residents can submit their information online through the official self-enumeration portal:

se.census.gov.in

The process includes registration, OTP verification, map-based location tagging, questionnaire submission, and generation of a Self Enumeration ID (SE ID).

Officials said the SE ID will help Enumerators verify submitted details quickly during household visits.

Step-by-Step Process for Census 2027 Self-Enumeration in Jammu & Kashmir

1. Access the portal

Visit the self-enumeration website https://se.census.gov.in/ and select your State or Union Territory.

2. Register the household

Enter the name of the Head of Household and a mobile number. Officials said the name entered at this stage cannot be changed later.

3. Complete OTP verification

Users must verify the registered mobile number through OTP authentication.

4. Add location details

Residents will need to provide address information and mark the exact residence location on the digital map.

5. Fill the 33-question form

The form asks for housing, household, and facility-related information.

6. Final submission

After review, users can submit the form and receive an 11-digit SE ID through SMS or email.

Officials advised residents to keep the SE ID safe because it will be required during Enumerator visits.

What Information Will Census 2027 Collect?

The House-listing and Housing Census contains 33 questions covering household structure, access to facilities, and ownership details.

The questionnaire includes:

Housing details

  • Material used for floors, walls, and roofs
  • Condition of the house
  • Number of rooms
  • Ownership status of the house

Household details

  • Total number of persons living in the house
  • Name and gender of the head of household
  • Social category of household head

Basic facilities

  • Drinking water source
  • Electricity source
  • Availability of toilets and bathing facilities
  • LPG or PNG connection
  • Main cooking fuel

Digital and transport access

  • Television ownership
  • Internet access
  • Laptop or computer availability
  • Mobile phone or smartphone access
  • Bicycle, scooter, motorcycle, car, jeep, or van ownership

Food consumption

  • Main cereal consumed by the household

More Than 27,000 Census Personnel to Be Deployed

Officials confirmed that Jammu and Kashmir will deploy 27,784 field personnel for Census 2027 across the Union Territory.

The approved workforce includes:

  • 23,774 Enumerators
  • 4,014 Supervisors

The deployment was cleared by the Office of the Registrar General and Census Commissioner, India.

Authorities have already created more than 24,000 House Listing Blocks for the exercise. Officials said over half of these blocks have already been geo-tagged and demarcated before field operations begin.

Awareness Campaigns Already Underway in Jammu & Kashmir

The administration has started awareness campaigns through newspapers, television, radio, social media platforms, exhibitions, and mobile publicity vans.

Officials said public outreach programmes will also run in Urdu, Dogri, and Gojri to improve participation in remote and rural areas.

A 15-day outreach calendar has also been prepared for:

  • Educational institutions
  • Media organisations
  • Women’s groups
  • Youth organisations
  • Senior citizens
  • Judiciary officials
  • Uniformed services
  • Industrial groups
  • Elected representatives

Enumerator Visits Will Still Take Place

Even after completing self-enumeration online, residents will still receive visits from Enumerators during Phase I of Census 2027.

Households only need to share their SE ID during verification.

If the ID matches official records, the submitted data will be accepted immediately. Officials said fresh information may be collected if discrepancies are found during verification visits.

Training and Monitoring Underway

Officials said training programmes for Enumerators and Supervisors have already started in several districts.

QR-coded appointment letters and identity cards will also be generated through the Census Management and Monitoring System portal after training is completed.

Senior officials have directed district administrations to complete demarcation of House Listing Blocks before the enumeration phase begins to avoid coverage gaps in remote areas.
