Extension of Incentives for Employees in Kashmir

The Indian government has extended a special package of concessions and incentives for Central Government employees working in the Kashmir Valley for another three years. This decision, outlined in a recent order by the Ministry of Personnel, ensures continued financial and logistical support for government staff stationed in the region.

Extension of Benefits for Employees in Kashmir

The Kashmir Valley comprises ten districts: Anantnag, Baramulla, Budgam, Kupwara, Pulwama, Srinagar, Kulgam, Shopian, Ganderbal, and Bandipora. The extension of the incentive package will be effective from August 1, 2024, and will remain in place until 2027. The order mandates that all ministries, departments, and public sector undertakings (PSUs) under the Government of India strictly adhere to the prescribed benefits.

Key Incentives and Concessions

Relocation Assistance for Families

Employees posted in the Kashmir Valley have the option to relocate their families to a chosen location in India at the government’s expense. This includes transport allowances similar to those provided for permanent transfers. Employees opting for this relocation receive a composite transfer grant amounting to 80% of their last month’s basic pay to cover moving costs.

Per Diem Allowance for Non-Relocating Employees

For employees who choose to keep their families in Kashmir, the government offers a per diem allowance of ₹141 per day to cover additional commuting and living expenses. However, those who opt to relocate their families are not eligible for this daily allowance, as they already receive relocation benefits.

Accommodation, Security, and Transport Arrangements

To ensure safety and ease of travel, the government will continue to provide secure accommodation, transportation, and necessary security measures for employees working in the Valley. These arrangements aim to enhance their comfort and safety while performing official duties.

Messing Allowance for Government Employees

Employees stationed in Kashmir will receive a messing allowance equivalent to the ration money allowance granted to Central Armed Police Forces (CAPF) personnel. As per the latest figures, this amounts to ₹142.75 per day. This financial support helps cover meal expenses and ensures adequate nutrition for employees in the region.

Special Provisions for Pensioners

The government has also addressed concerns of pensioners residing in the Kashmir Valley. Retired employees who are unable to withdraw their pensions through public sector banks, pay and accounts offices, or treasuries in the region will now be allowed to receive their pensions outside the Valley at their place of residence. This relaxation of existing provisions ensures uninterrupted financial support for pensioners who have settled outside Kashmir.

Government’s Continued Commitment to Employee Welfare

By extending these incentives, the government aims to support and encourage Central Government employees serving in Kashmir. These measures provide financial stability, security, and convenience, ensuring that employees and their families receive necessary assistance while working in the Valley. The extension of these benefits reinforces the government’s commitment to the welfare of its workforce in challenging locations.

This extension of incentives until 2027 will help retain skilled personnel in the region and maintain essential government functions, ensuring continued administrative efficiency in Kashmir.
